A Timeline - 2001 to 2025
It is important to remember that the lease to the roof spaces was sold to the Developer in 1997 and that our legal challenges to this sale ended in 2018. Although the Developer has the right to build on our roofs, we also have the right to protect the lives and property of Chiswick Village shareholders and leaseholders. It must also be remembered that when the penthouses are eventually sold, the owners of each penthouse will pay a Service Charge contribution, yet to be calculated by CVRL, and that CVRL will be responsible for the penthouses as part of the fabric of the whole of Chiswick Village.
The Developers frequently refer to blocks by number.
For clarity, the following is a simple guide translating relating block number to the flats they contain
Block 1 - Flats 1 to 16 Block 2 - Flats 17 to 36 Block 3 - Flats 37 to 56 Block 4 - Flats 57 - 76

September 2025 - Pi Consulting Report
Pi Consult, an engineering consultancy practice, was engaged by CVRL to review the documentation and drawings provided to CVRL to date, which have been completed by the various mechanical and electrical engineers employed by the developers.
Delivered in September 2025, a link to Pi Consult’s full report has been provided below. While we encourage all readers to read the entire report, some key statements stand out.
Roof Development Document Review Report – Page 3 - Summary and Findings
"Overall, the provided documentation is only completed up to concept stage with generic schematics and limited details that will not allow the successful installation of the MEP services and leaves so many gaps that Chiswick Village will not know what has been installed until the project is completed."
"Due to the lack of detailed design and the many associated gaps within the documentation which would prevent the current proposed scheme from achieving Building Regulations compliance, we have been unable to fully review the MEP documentation to a satisfactory level to allow us to advise our Chiswick Village client to proceed based on the current package."
"Currently this set of works together with the mechanical smoke ventilation systems are not included within the developer’s package. The costs of introducing these systems into the 15 blocks, together with backup Electrical supplies (typically being provided by generators) is cost prohibitive in our considered opinion to the Chiswick Village estate."

October 17th, 2022 – Rooftop Development Project Report
This report was commissioned by CVRL from our then Mechanical and Engineering consultant, in response to draft plans from Airspace relating to the build of the Penthouses. It focusses on all relevant heating, water and associated services where relevant. The report also contains a discussion about other services and features of the development, for example, insulation.

Upchurch Associates, the architects engaged by the Developers at the time, invited Matthew Consultants to review their proposals for the extension of the buildings at Chiswick Village prior to formal submission to the local planning authority. This report provides initial structural proposals to support the development plans.
